Planning & Budget Committee
The UAF Planning and Budget Committee (PBC) is a standing committee consisting of faculty, staff, executive leadership, and governance delegates. Co-chaired by the provost and vice chancellor for administrative services, this body plays a key role in collecting and reviewing proposals for potential inclusion in UAF’s budget request to the state. Proposals must align with and support student success, UAF Strategic Goals, UA Goals and Measures, and NWCCU accreditation standards. Through this process, PBC serves as the primary budget advisory body on UAF’s annual budget proposals.
Budget planning at the college, school, and department levels is based on the anticipated needs of the units in light of their strategic plans and goals. Solicitation of budget proposals from units normally begins 20 to 24 months prior to the beginning of the fiscal year for which the request is made.

In preparation for the FY28 State of Alaska budget cycle, UAF leadership is soliciting proposals from UAF faculty and staff for state operating base funding (unrestricted general funds), and one-time capital research or IT-related projects.
FY28 begins July 1, 2027 and ends June 30, 2028.
Operating proposals can include projects, staffing, or other operating needs, and are for ongoing base funding.
We are streamlining the process for proposals. We are no longer conducting a separate Strategic Enrollment Planning (SEP) process. All enrollment-related proposals must now be submitted through PBC.
- Optional vetting: Proposals related to academic programs for enrollment management (aimed at increasing student enrollment and retention) can be first vetted through the Chancellor’s Action Committee on Enrollment (CACE). CACE is dedicated to breaking down silos, fostering collaboration, and implementing actionable improvements to UAF’s enrollment processes. This step is encouraged for an increased likelihood of success, but is not required.

Capital research requests are typically large-scale and can include specialized equipment, research or technology equipment, or other research-focused proposals of interest to Alaska (e.g. energy; food security, etc.). Capital funds are typically one-time awarded over a period that does not exceed five-years.
If you have ideas that you are considering for submission, please discuss them with your Dean or Director before submission. The Dean or Director may be interested in funding some of those ideas internally, or may elect to combine similar requests before submission. All requests submitted through this form will be forwarded directly to your Dean or Director for review and ranking and they will submit their top 2 operating requests to the PBC for review. Capital requests will be reviewed by PBC separately. All proposals must align with UAF strategic goals and include a firm return on investment projection.
